Most
Reverend Leo Richard Smith, eighth bishop of Ogdensburg chose for his motto,
NE CESSET MATER MANUS TUA, “MOTHER, MAY YOUR HANDS NEVER FAIL ME.”
His shield is surrounded by the green gallero with its six tassels, arranged
in three rows on either side of the shield, and a processional cross, miter,
and crosier symbols of the episcopacy.
On the left blue field are symbols of the See of Ogdensburg - La
Presentation and the seme of golden oak leaves from the arms of Samuel Ogden
(oak dene). On the right field are the saltire and crescents from the arms
of the Celtic Smith family in Scotland. The red hand of Ulster is from the
escutcheon of his mother’s family, the O’Neils of Ireland. Three crescent
moons symbolize Mary, who has been depicted with “the moon under her feet.”
The lion’s head is a reminder of the bishop’s patron saint, Leo.
